It appears those are pivoted all the way forward is that true? If so did that not give them much if any rise? If your bar center is as it appears, an inch or more forward of stem center, does this make your steering feel strange? Like you are swinging the bars to turn instead of pivoting them.

I took another pic for you so you can see the amount of rise and forward placement. My stem is +1 1/4" so that's how I got some rise. I used the risers to gain the rest, but yes they are mostly to get them forward. I think it steers way better, it feels like it takes less effort, my arms don't get near as tired and they are in a much more comfortable position for me.
